CM Chandy appropriates a UN award
A national advertisement blitz launched by the Kerala government today, June 27, announces that the chief minister Oomen Chandy has been awared the prestigious UN Public Service Award 2013 for his mass contact programme.
There is some subterfuge and half truths involved in this campaign and the projection of Oomen Chandy as the winner of this award. The award is based on nominations by governments and other institutions and so who nominated Chandy or the Kerala government is not clear.
The application and nomination is done online and it looks like the CM's office worked overtime to get this nomination. The award is given to insitutions and not any personality, for example one of the winners in 2012 is the government of Uttar Pradesh , specifically the District Health Society, for its Aaraogyam programme. So Chandy is also not the first chief minsiter to get the award as is claimed because the CM of UP could have easily gone and recevied thea award last year.
In no category of this UN award have individuals been named. Winners in all categories are mostly municipal councils or government departments. For example another 2012 award for zero tolerance for violence against women was given to the Spanish city of Bilbao and its City Council. The Mayor of the council never claimed that the award was for him.
So the claim that Chandy has been awarded by the UN for his mass contact programme is a bit of a stretch. The advert claims that the CM received 5.45 lakh petitions of which he resolved 2.97 petitions on the spot. This also seems a wild claim for its sheer impossibility.
While there can be nothing wrong in a mass contact programme, it is unethical for the chief minister to claim the award in his name. And each continent has seperate awards so to claim a global honour is also a lie.
